Although the Macao SAR government has fully banned the import of vaping products, unlawful use remains active locally, with some tourists and residents still occasionally using them illegally in public and indoor places. According to the latest data from the Health Bureau, illegal smoking prosecution cases in 2025 rose significantly by 27% compared with 2024, with violations involving vaping products showing a particularly notable increase. Cases involving visitors to Macao surged even more sharply, rising 48%.
Officials pointed out that the increase in violations is mainly due to the rebound in visitor arrivals and stronger law enforcement efforts by the authorities. More than 240,000 tobacco control inspections were carried out across Macao during the year. Under current law, anyone bringing vaping products into the territory may, upon conviction, face a fine of up to MOP 4,000. Customs has also achieved notable results in combating smuggling. As of February 23 this year, authorities had cracked 49 major cases involving vaping products, seizing more than 68,000 vaping devices and over 21,000 pods/e-liquid items.
