According to Jordan’s Income and Sales Tax Department, Jordan will ban the sale of loose waterpipe tobacco starting April 1, and all products must be sold in officially approved packaging containers. This measure is part of Jordan’s new licensing and operating regulations for waterpipe tobacco factories planned for 2025, aimed at strengthening oversight of production and distribution and ensuring compliance with tax and regulatory requirements. Authorities said the move will help standardize the waterpipe tobacco trade and strengthen monitoring across the entire supply chain.
 
Under the updated rules, factories must meet a series of operating requirements, including being located in designated industrial zones, maintaining at least 1,000 square meters of production space, and employing at least 10 registered Jordanian workers. Manufacturers must also comply with national production standards, maintain computerized accounting and inventory systems, and fulfill regular tax filing obligations. Existing factories will have one year to adjust their operations to meet the requirements, while traders are being urged to prepare ahead of the April 2026 implementation date for the packaged-products-only sales requirement.
