The Philippines Department of Trade and Industry (DTI) has proposed a draft policy that would ban the use, manufacture, import, and distribution of open-system vaping devices, cartridges, and e-liquids, and is now seeking stakeholder feedback on the proposal. The move is based on concerns over the potential health risks of uncertified and modifiable products, and it would also suspend product safety permit approvals for these products under current law.
Under the proposal, open cartridges (refillable cartridges that allow users to manually add e-liquid) and e-liquids would be removed from the regulated market. The DTI has opened only a limited public consultation period for the draft department administrative order, with comments due by early February 2026.
