According to Dutch News Today, the Dutch government plans to sharply increase fines for the illegal sale of vapes and cigarettes. The proposal still needs parliamentary approval and would take effect on July 1, 2026. Under the plan, first-time offenders would face a fine of 2,040 euros, while repeat offenders would be fined 3,060 euros. Large companies with more than 50 employees could be fined 4,040 euros.

 
Acting Health Minister Judith Tielen said the move sends a strong warning: “Even first-time offenders will pay a heavy price for selling illegal vapes.” Although the Netherlands has already banned sales of vapes and flavored vapes to minors, illegal vape and cigarette sales remain widespread, especially online and in small shops.
