Philip Morris has received approval from the Bangladesh government to open a nicotine pouch production plant in Narayanganj. The project was approved by the Bangladesh Economic Zones Authority (BEZA), with an initial investment of US$5.8 million and a planned annual output of 536.3 million pouches, with production required to begin within one year.
The news has drawn opposition from anti-tobacco advocates, who are calling for the approval to be revoked. However, BEZA described the nicotine pouches as “anti-nicotine” products and noted that while the government has banned the import of vapes and other electronic nicotine delivery systems, it has not explicitly banned the production or export of such products.
Authorities are reviewing environmental and regulatory compliance, and Philip Morris Bangladesh is seeking approval from the Ministry of Environment.
