Thailand plans to amend tobacco law to curb illegal vapes

Thailand’s cabinet has ordered urgent amendments to the Tobacco Products Control Act B.E. 2560 (2017) in response to the “rapid spread of vape use, especially among young people.” Official data show that the number of vape users aged 15 and above in Thailand has surged from 78,000 in 2021 to more than 400,000 in 2024.

 
Deputy government spokesperson Ireen Phanrit said the cabinet had adopted recommendations from the National Human Rights Commission and assigned the Ministry of Public Health to lead the drafting of the relevant documents. The reform aims to regulate the production, import, sale, advertising, and use of vapes and other emerging nicotine products, covering both online and offline channels.
 
Authorities plan to launch public awareness campaigns on the risks of vapes, strengthen controls to prevent youth-targeted marketing, and more effectively enforce Article 5.3 of the WHO Framework Convention on Tobacco Control to limit tobacco industry influence. A full report on the proposed reforms is expected within 30 days.
