Bhutan’s Ministry of Health has announced higher taxes on vapes, imposing a combined 115% tax on vape products, including 100% excise duty, 10% customs duty, and 5% goods and services tax (GST), all effective in January 2026. Vaping devices will also face a 20% excise duty in addition to customs duty and GST.
 
The ministry said the move is aimed at curbing rising youth vaping and bringing vape products into the national regulatory framework alongside traditional tobacco products. The Tobacco Control Regulations and Tobacco Control Act are also being updated to explicitly cover vapes, atomizers, and heated tobacco products.
 
The government continues to enforce a ban on advertising, promotion, and sponsorship of all tobacco and nicotine products.
