According to YLE, the Finnish government wants to bring nicotine pouches under the Tobacco Act in order to curb consumption more effectively.
Among other measures, it also wants to cap the nicotine content of pouches at no more than 20 mg per gram of product. In addition, the government hopes to ban online sales of nicotine pouch products and limit flavor options to reduce their appeal to young people.
Under these proposals, retailers selling the pouches would need a license, while importers would face restrictions.
The stated goal of the proposed legal reform is to prevent health risks to young people and reduce the use of oral nicotine products.
Reports say the widespread use of nicotine pouches in Finland has reduced the smuggling of nicotine pouch tobacco products from neighboring Sweden.
