The UK Department for Environment, Food and Rural Affairs (Defra) plans to reform e-cigarette produc

The government is seeking public opinion and has introduced a series of proposals requiring manufacturers and retailers of electrical and e-cigarettes to take greater responsibility for the recycling of these items.<\/p>

Today, the government released a series of proposals aimed at shifting more responsibility onto retailers for the recycling of discarded consumer goods, such as bulky white goods, smaller household electronic devices, and the waste generated by disposable e-cigarettes.<\/p>

The new round of consultations launched today proposes a series of measures designed to ensure that businesses and retailers of all sizes pay for the collection, recycling, and disposal of discarded items, including e-cigarettes, washing machines, cookers, refrigerators, power tools, toasters, and kettles.<\/p>

These measures, set to be implemented in 2026, include the direct collection of waste electrical items from households across the UK, as well as other recyclable items, to avoid the public having to take these sometimes large and heavy items to recycling centers or specialized disposal facilities.<\/p>

These collections will be funded by the manufacturers of these electrical items rather than taxpayers, with the government emphasizing that this will not necessarily require any new household bins.<\/p>

Additionally, the government stated that under the plan, retailers will be required to provide free collection points for old electrical items in stores without requiring the purchase of replacements.<\/p>

According to the plan, retailers and online sellers will also be responsible for collecting unwanted or damaged large appliances, such as refrigerators or cookers, when providing replacements, Defra stated.<\/p>

The government cited "shocking statistics" showing that approximately 155,000 tons of smaller household appliances, such as cables, toasters, kettles, and power tools, are incorrectly thrown away each year, while UK households are hoarding an additional 527 million unwanted electronic products containing valuable materials like gold, silver, and platinum.<\/p>

Under the changes outlined today, the government stated that consumers will be able to recycle their old items during weekly shopping or even from the comfort of their homes.<\/p>

This series of proposed circular economy measures has been outlined in a 10-week consultation launched today by the Department for Environment, Food and Rural Affairs (Defra), which stated it will work closely with manufacturers, large retailers, and small and medium-sized enterprises to ensure the most efficient and convenient options become a reality.<\/p>

Defra stated that these proposals are part of its broader ambitions to protect limited resources, establish a more circular economy, and safeguard the environment and human health from the negative impacts of waste.<\/p>

Defra's recycling minister, Robbie Moore, said: "Millions of household appliances in the UK end up in the bin each year instead of being properly recycled or reused. This is a pure waste of our natural resources and must stop."<\/p>

"We all have an old tech drawer that we don't know what to do with, and our proposals will ensure that these little gadgets are easy to dispose of without having to go to the local dump. Our plans will also drive the transition to a more circular economy and create new jobs by simplifying all recycling processes."<\/p>

However, the changes outlined today include requiring all sizes of online and physical retailers in the UK to comply with extended producer responsibility (EPR) rules to contribute to the financing of the collection, recycling, and preparation for reuse of discarded electronic devices, including online marketplaces like Amazon.<\/p>

Defra emphasized that these proposals will ensure that major international suppliers are also held accountable for such responsibilities, not just UK businesses.<\/p>

Additionally, the consultation also proposed ensuring that e-cigarette suppliers properly fund the costs of collecting, disposing of, and recycling these products, which are notoriously difficult to recycle and need to be collected and processed separately from other products. In addition to plastics, disposable e-cigarettes also contain metals, batteries, and electronic materials that are often discarded irresponsibly, leading to environmental damage.<\/p>

The government stated that nearly 5 million e-cigarettes are discarded weekly in the UK, equivalent to 8 every second, nearly four times last year's figures.<\/p>

According to the government, the industry estimates that the annual cost of improperly handling the collection and recycling of e-cigarettes in the UK is around £200 million.<\/p>

This follows the government's earlier announcement of plans to further restrict the sale of disposable e-cigarettes.<\/p>

Jacob Heller, executive director of the Environmental Services Association (ESA), stated that making it easier for households and consumers to recycle discarded electronic devices at home is crucial, adding that this will help return "valuable and rare materials" to the circular economy.<\/p>

He said: "Waste electrical items, especially e-cigarettes, increasingly contain powerful batteries that cause hundreds of serious fires each year due to irresponsible recycling, so we hope to provide convenient and widespread household collection services for these devices, which will also help reverse the trend of battery fires spreading in the industry."<\/p>

"On behalf of those operating recycling centers and curbside collection services, we welcome the opportunity provided by the consultation and help create a system that can achieve the desired outcomes and truly work for both residents and responsible manufacturers and retailers."#p#分页标题#e#
