U.S. Experts Slam New Vape Policy: Blanket Ban Could Push Smokers to Greater Risk

The "e-cigarette lung disease" in the U.S. continues to escalate. As of October 22, the Centers for Disease Control and Prevention (CDC) reported over 1,000 cases of lung injuries across the country, with 33 confirmed deaths.
 
Although both the FDA and CDC have stated that there is no direct evidence linking e-cigarettes to these cases, various regulatory reviews are looming. The Trump administration recently announced a ban on e-cigarettes, which includes prohibiting the sale of "all non-tobacco flavored e-cigarettes, including mint and menthol products." Many lawmakers are urging the federal government to take stronger actions to expedite e-cigarette regulations. Several state governors, including Massachusetts Governor Charlie Baker, Rhode Island Governor Gina Raimondo, and Washington Governor Jay Inslee, have issued administrative orders banning flavored e-cigarettes within their states.

The actions of legislators and regulators have been swift, but do these hastily introduced restrictions address the real issues?

Michelle Minton, a senior researcher and policy analyst at the Washington Competitive Enterprise Institute, wrote in the news site NNY360 that the current bans are ineffective and dangerous, stating, "A blanket ban will not improve public health issues and will put consumers at greater risk."

"All bans will push consumers to make new choices. A comprehensive ban on e-cigarettes will trigger a chain reaction that forces people back to traditional cigarettes or to purchase the e-cigarette products they want through the 'black market.' Ultimately, more people may be harmed by smoking or using illegal products," Michelle Minton stated.

Despite media claims that the current outbreak of lung diseases is related to "smoking" or "e-cigarettes," none of the cases have been linked to legal e-cigarette products. The CDC has clearly stated: "E-cigarette products containing tetrahydrocannabinol (THC) have played a role in the harmful cases." THC is a substance from cannabis that has significant psychoactive effects. Most cases have occurred in states and counties where cannabis cannot be legally obtained. Michelle Minton speculates that consumers likely purchased these illegally added products through black market channels.

Michelle Minton believes that authorities are hastily using this crisis to spread fear among the public, and anti-smoking advocates are also leveraging this chaos to push for e-cigarette bans. However, e-cigarettes have helped thousands of Americans quit smoking this deadly habit over the past decade. Numerous studies have shown that using e-cigarettes is an effective method for smokers to quit, even more effective than traditional nicotine replacement therapies.

"We do not yet know what caused this outbreak of illnesses, nor do we know all the long-term effects that e-cigarettes may bring. However, one thing we do know is that smoking leads to death. Nearly 500,000 Americans die each year from diseases caused by traditional cigarettes."

Additionally, public opinion tends to believe that the popularity of e-cigarettes is enticing teenagers to use them. Michelle Minton points out that many overlook another fact: only 0.2% of current e-cigarette users had no prior smoking experience. Moreover, smoking rates among all age groups have dropped to the lowest levels on record, with flavored e-cigarettes playing a significant role in this process.

Michelle Minton acknowledges that the potential risks posed by e-cigarettes to teenagers are indeed concerning. However, for adult smokers, e-cigarettes can play a positive role in saving lives, and people should maintain a cautious and objective attitude, balancing the potential risks and benefits they may bring.

Regulations should be made with good intentions. Currently, American society has achieved satisfactory solutions to prevent teenagers from accessing many adult products (such as alcohol and cannabis). Given the life-saving potential of e-cigarettes, regulators have a responsibility to thoughtfully identify the underlying issues before taking action.

"At the very least, regulators can learn some lessons from history: reckless bans often lead to more problems than solving the issues themselves," Michelle Minton wrote.
