According to the South China Morning Post, the long-delayed "2019 Smoking (Public Health) (Amendment) Bill" was passed on October 21, marking a significant victory for health activists and educators who blame these devices for encouraging youth smoking.

While the new law targets e-cigarette shops and local e-cigarette businesses, consumers are still free to use these devices, prompting some politicians to call for more aggressive measures to curb tobacco use, including a ban on smoking in all public places outside designated areas. However, some argue that Hong Kong should allow the transportation of e-cigarette products and warn that the ban could harm logistics companies' interests.

The bill was passed in the Legislative Council with a vote of 32 to 3, with two members abstaining.
