Finance Minister Tengku Zafrul Abdul Aziz did not disclose the expected height of the tax but stated that this move aims to promote a healthier lifestyle among Malaysians.

Nedal Salem, Managing Director of British American Tobacco, praised the plan, calling it the right step for Malaysia to reduce tobacco harm.

Salem wrote in a statement: “Regulation not only allows e-cigarette users to access lower-risk smoking alternatives but also ensures that the products used meet quality and safety standards.”

However, he warned the government that any new tax framework must be carefully crafted to ensure it does not push consumers towards cheaper, less regulated alternatives.

“If not, the mistakes of high tobacco consumption taxes will be repeated, costing the government 5 billion ringgit (1.2 billion) annually,” Salem wrote.
