The San Francisco Board of Supervisors narrowly passed a controversial proposal that bans smoking and vaping in multi-unit private apartment buildings within the city limits.

The Board voted 10 to 1 in favor of an ordinance proposed by Board President Norman Yee, which prohibits smoking and vaping in private residences, even if the home is rented or occupied by the owner.

Supervisor Dean Preston was the only vote against Yee's measure.

Earlier reports from the AP and Vaping Post indicated that Preston said the proposal could negatively impact long-term tenants who signed leases before landlords began banning indoor smoking.

The action was taken on December 1, and the proposal to approve the measure was ultimately read.

However, with a narrow majority of 6 to 5, Supervisor Aaron Peskin managed to obtain a request to send Yee's proposal back to committee for further study on the personal impact of the ban on low-income tenants.

Like the legislation proposed in San Francisco, the bill requires two votes in favor to pass the Board of Supervisors.

The Democratic Mayor of London must then sign the bill into law, further delegating the responsibilities of the bill to the relevant departments.

San Francisco is the first city in the U.S. to completely ban the sale of e-cigarettes. The measure to ban smoking and vaping in apartments is the latest attempt to strictly regulate these behaviors, as there is a misleading perception that e-cigarettes are as dangerous as, or even more dangerous than, traditional combustible tobacco cigarettes.

Further action on the proposal is expected in the coming weeks.

Vaping Post contacted Mayor Yeman's office for comment. No response was received.
