Recently, in accordance with the deployment of the State Tobacco Monopoly Administration, the Beijing Tobacco Monopoly Bureau issued the Notice on Further Strengthening E-cigarette Market Supervision (hereinafter referred to as the “Notice”) to tobacco monopoly administration departments at all levels across the city, focusing on the current state of the vaping market. The goal is to unify understanding, clarify objectives and requirements, organize special enforcement actions, and continue increasing supervision over the vaping market.
 
It is reported that since the release of the Announcement of the State Tobacco Monopoly Administration and the State Administration for Market Regulation on Further Protecting Minors from E-cigarettes (hereinafter referred to as the “Announcement”), this is the fifth citywide coordinated action carried out by the Beijing Tobacco Monopoly Bureau together with the market supervision administration and other departments regarding e-cigarette regulation. The move is aimed at effectively protecting the physical and mental health of minors and maintaining good order in the vaping market.
 
The Notice sets out the action plan in three areas:
 
1. Jointly interview relevant vaping companies with the market supervision administration and other departments, urge them to comply with the requirements of the Announcement, reiterate that online sales and advertising via any form or channel—including online traffic diversion and prize draws—are prohibited, and require the immediate shutdown of related WeChat accounts or mini-programs.
 
2. Reinvestigate the number of physical vape stores and vape vending machines across the city, with a focus on stores near primary and secondary schools; urge them to post warning signs; order non-compliant physical stores to rectify within a set time limit; and strictly prohibit the sale of e-cigarettes to minors.
 
3. Step up publicity on the Announcement and relevant laws and regulations, and foster a positive social atmosphere in which the whole community works together to protect the lawful rights and interests of minors.
 
Next, tobacco monopoly administration departments at all levels in Beijing will continue to maintain close coordination with relevant departments and keep strengthening supervision of the vaping market, creating a healthy social environment for the growth of minors.
