New Zealand Health Ministry Proposes Vaping Amendment Bill

New Zealand’s Health Ministry has introduced a vaping amendment bill that would ban advertising, most flavors, and sales to minors, while recognizing that vaping and smokeless products are less harmful than smoking.
After months of waiting, the New Zealand Ministry of Health proposed a bill on February 24 that will ban e-cigarette advertising, most flavored products, and sales to those under 18 years old. <\/span><\/div>

In presenting the "Vaping Amendment Bill," the Ministry acknowledged that the harms of vaping and consuming smokeless tobacco products are not as severe as smoking, thus the bill will exempt these products from certain regulations applicable to tobacco products. The Ministry stated: "(The bill) allows all retailers to display products in stores, contrasting with the requirement that tobacco products be kept out of public view."<\/span><\/div>

"We ensure the protection of our children while also ensuring that smokers who wish to use vaping as a cessation tool can still access these products," added Deputy Minister of Health Jenny Salesa.<\/span><\/div>

Regarding flavors, the bill prohibits all flavored (i.e., fruit-flavored) e-liquids, with tobacco, menthol, and mint excluded from all retail stores except specialized e-cigarette shops. The government stated in the bill: "The use of flavors may attract children and young people to smoke or use smokeless tobacco products; however, they also appear to be an important factor in supporting smokers to switch."<\/span><\/div>
