Azerbaijan’s parliament has approved a comprehensive vaping ban, prohibiting the import, export, production, storage, wholesale and retail sale, and use of e-cigarettes. According to local media, the bill has passed its final reading, amending the country’s Law on Tobacco and Tobacco Products and classifying nicotine-containing e-cigarettes as tobacco products. The law will take effect on April 1, 2026.
The law defines e-cigarettes broadly as devices that deliver vapor through a cartridge or refillable container, with or without nicotine, but it explicitly excludes heated tobacco products. Lawmakers said the updated definition is intended to clearly distinguish e-cigarettes from heated tobacco products in legal and regulatory practice.
Related amendments will also be made to the tax and advertising laws, removing disposable vapes and e-liquids from the list of taxable goods, abolishing the existing tax rates, and aligning advertising restrictions with the new product classification.
