Belgian Health Minister Frank Vandenbroucke announced that, based on the latest recommendations from Belgium’s Superior Health Council, the country plans to ban all e-cigarette flavors except tobacco flavor. The move is “intended to prevent vaping from becoming a gateway to nicotine addiction for young people.” Vandenbroucke cited the Netherlands as an example: after implementing a similar ban in January 2024, the results showed that nearly 30% of users reported reducing their vaping, while more than 20% successfully quit and did not resume smoking.

Belgium’s Superior Health Council, which had previously hesitated over a comprehensive smoking ban, now supports stricter restrictions, arguing that protecting young people must come first. The cancer charity “Kom op tegen Kanker” (Fight Against Cancer) has also expanded its anti-smoking campaign to include e-cigarettes, warning that vaping among students is on the rise. Surveys show that nearly one-third of Belgian students have tried e-cigarettes, and current weekly use is four times higher than it was five years ago.

Retailers represented by Perstablo condemned the proposal as “absurd” and warned that it could fuel the illegal market, where flavored vapes continue to circulate despite existing bans. The organization pledged to pursue legal action to challenge the measure’s legality. Vandenbroucke’s plan follows earlier measures such as banning disposable vapes and restricting smoking in areas where young people gather, but no clear implementation timetable has yet been announced.
