Ireland considers banning disposable vapes and tightening nicotine controls

In response to the growing number of young people using vapes and the rapid evolution of nicotine products, the Irish government is considering a new bill that would ban the retail sale of disposable vapes. According to The Irish Times, Health Minister Jennifer Carroll MacNeill is seeking cabinet approval to publish the Public Health (Disposable Vapes) Bill 2025. Six months after the bill takes effect, such products would be banned.
 
In addition to the vape ban, MacNeill is also pushing to expand oversight of nicotine products by amending the Public Health (Tobacco Products and Nicotine Inhaling Products) Act. These amendments would extend regulation to nicotine pouches, which are currently outside the scope of existing tobacco and vaping regulations.
 
Public health advocacy groups, including the Irish Cancer Society, have criticized the government for moving too slowly to regulate emerging nicotine products. In August this year, the organization warned that the lack of regulation could expose young people to addictive substances.
