According to an investigation by Argos and The Investigative Desk, illegal fruit-flavored vaping devices from China are becoming increasingly popular among teenagers in the Netherlands. These products often contain excessively high nicotine levels and have already led to hospitalizations among young people. Reports say 14 teenagers in the Netherlands were treated in hospitals last year. Despite the growing problem, the Dutch Ministry of Foreign Affairs has not formally raised the issue with Chinese officials, and it was not mentioned even during Dutch Foreign Minister Veldkamp’s 2025 visit to China.
 
Although China banned the sale of fruit-flavored vaping devices in 2022, two years earlier than the Dutch ban, manufacturers are reportedly still exporting them to Europe. Traders told investigators they knowingly supply the gray market, disguising shipments with fake labels or hiding them inside everyday goods such as flashlights or furniture.
