France extends ban to nicotine pouches

Two weeks after banning disposable e-cigarettes, France notified the European Commission that it will also ban the sale of nicotine pouches, joining countries such as Austria, Belgium, Germany, and Luxembourg.
 
A tobacco industry source told Euractiv: “The French decree follows the February 13 decision to ban disposable e-cigarettes. French regulators have been monitoring developments in the novel tobacco products sector. Health authorities were alarmed by this, and the government decided to activate the legislative tools available.”
 
The European nicotine pouch market is expected to grow at an annual rate of 6.2%, potentially reaching €1.06 billion by 2030. The EU’s 2014 Tobacco Products Directive covers all traditional tobacco-containing products and includes provisions for novel tobacco products. However, nicotine pouches do not contain tobacco, so they remain unregulated at the EU level.
 
Tobacco and nicotine products are not on the EU’s 2025 agenda. However, the Polish presidency (holding the Council presidency together with Denmark and Cyprus until June) wants to advance discussions on taxing alternative tobacco products and may revise tobacco product laws.
