In fact, the ban on menthol cigarettes in Norway has been a long time coming. As part of the EU Tobacco Directive (TPD), the Norwegian government previously indicated that this rule would be implemented in 2021. However, due to some obstacles encountered in the EU and other countries, the plan was forced to be postponed.
