In 2019, 40% of young smokers used vaping devices, which appeared to be more popular among girls. According to data from Taiwan's Health Promotion Administration (HPA), over 81,000 teenagers reported developing a habit of using traditional cigarettes last year.

In 2019, there were over 1,200 registered e-cigarette vaping liquids in Taiwan, with the top 10 flavors being vanilla, floral and fruit, candy, menthol, almond, caramel, butter, cherry, cinnamon, and rose. Most ingredients are chemical compounds.

The HPA stated that young people tend to believe that these products pose less health risk and underestimate the addictive nature of nicotine. Therefore, the agency included restrictions on floral, fruit, chocolate, menthol, and other additives in the proposed amendments to Taiwan's Tobacco Hazards Prevention Act.

The amendment is currently under review before legislative reading, and it will also regulate novel tobacco products such as e-cigarettes (vaping products) and heated tobacco products (HTP). UDN reported that, in the meantime, the scope of the smoking ban may be expanded.
