Menthol cigarettes account for over 20% of Colorado's cigarette sales. However, many were shocked to learn that the upcoming state law banning all flavored vaping and nicotine products has been revised to allow specialty stores to continue selling these products while banning safer alternatives. If passed and signed by Governor Jared Polis, the bill will take effect on September 1. Analysts estimate that the original version of the bill would reduce state tax revenue by about $40 million, and this money would be needed for healthcare programs, which would then have to seek funding elsewhere or cut other programs.

Democratic State Representative Yadira Caraveo said, “The impact on tax revenue will be quite significant.”

The House Health and Insurance Committee passed the bill with a vote of 7 to 3, and it will now go to the state legislature. If passed and signed by Governor Jared Polis, the bill will take effect on September 1. Caraveo stated, “We are more confident in this option compared to others, as it addresses the issue of youth usage while keeping these businesses open.”
