Although several neighboring countries and the European Commission are pushing to ban vaping devices, Luxembourg is not following suit.
 
Luxembourg's Ministry of Health said: "Our approach is based on observing and analyzing the measures taken abroad. This allows us to assess the impact of these initiatives and determine what further action Luxembourg can take."

 
"From a health perspective, these products contain high doses of nicotine that can quickly lead to dependence, especially among young people, and may encourage them to adopt other forms of tobacco use."
 
However, the ministry believes that "a ban targeting only disposable e-cigarettes would have limited effectiveness" and called for broader measures covering all e-cigarettes in order to "address these issues more consistently." The ministry said no study has yet been conducted on the potential impact of neighboring countries banning e-cigarette sales, and that relatively low taxes currently mean tobacco tourism remains very popular in Luxembourg.
 
A 2023 bill amending the tobacco products law is currently under committee review. The bill specifically deals with removing certain exemptions for heated tobacco products and has been revised to include regulation of nicotine pouches. It aims to ban certain flavors and limit nicotine content in these products, but disposable e-cigarettes are not included in the bill.
