Spain: Smoking Rate Falls to Historic Low

In 2024, the smoking rate stood at 25.84%, down from 33.1% in 2022. Health advocates attribute this to successful government measures, including higher taxes on tobacco products, tighter restrictions on tobacco advertising, the expansion of smoke-free zones to public outdoor areas, and increased funding for smoking cessation services.
 
Despite the recent decline in smoking rates, tobacco remains a major public health issue in Spain. According to the Spanish Ministry of Health, nearly 50,000 people die each year from smoking-related diseases, accounting for almost 15% of all deaths in the country.
 
At the same time, the decline in smoking has been accompanied by a surge in vaping. Over the past four years, the number of e-cigarette users has doubled, and 19% of Spaniards have tried e-cigarettes. More than half of e-cigarette users choose nicotine-free products.
 
To respond to this shift, the Spanish government is introducing new regulations to curb e-cigarette use, including banning e-cigarette use in indoor public places, restricting flavored e-liquids, and limiting them to tobacco flavor only. The government is also considering plain packaging for e-cigarette products and discussing taxes on e-liquids to mirror tobacco taxation.
