According to a report by Quest, a youth test-purchase operation in Andover showed that some local shops were not strictly complying with legal requirements when selling vapes and alcohol products.

Police said they had noticed nearby stores illegally selling vapes and alcohol to young people. To ensure the safety and health of young people, it is necessary to make sure they cannot buy these items.
During the test-purchase operation in Andover town center, police worked with the police youth team and found that minors under 18 were able to purchase vapes and alcohol products.
During the operation, police identified two shops with areas needing improvement and “took appropriate action” against them.
