Romania's flavored heated tobacco ban to take effect on October 23

Romania has issued a ban on flavored heated tobacco, amending and supplementing the Romanian Tobacco Law (GO23), which will take effect on October 23.
According to Tobacco Reporter on August 25, last month, the Romanian government issued a government decree amending and supplementing the Romanian Tobacco Law (GO23). This decree prohibits all flavored heated tobacco products and will take effect on October 23, 2023.
Prior to the issuance of this decree under the framework of the Romanian Tobacco Law, only cigarettes and hand-rolled tobacco were prohibited from adding flavors and containing flavored components in any of their components (such as filters, paper, packaging, capsules, or any components).
The Romanian Government Ordinance No. 23 legally defines "heated tobacco products" for the first time: "A type of device that heats tobacco to produce a gas containing nicotine and other chemicals, which is then inhaled by the user, and may, depending on its characteristics, be a smokeless tobacco product or a tobacco product for smoking." The Romanian market will no longer allow heated tobacco products with any type of "featured flavor," such as menthol, fruit, etc.
This definition will include any type of tobacco heating device that heats tobacco to obtain an inhalable gas containing nicotine and other chemicals.
In addition, each unit of heated tobacco products and any outer packaging must carry mandatory information: "Tobacco smoke contains more than 70 known carcinogens." The law also stipulates that each unit packaging and any outer packaging of heated tobacco products for smoking must include combined health warnings.
All manufacturers and importers of heated tobacco products in Romania must notify the Romanian Ministry of Health within 90 days after the law is promulgated.
