On August 2, Zhang Jianmin, Secretary of the Party Leadership Group and Director of the State Tobacco Monopoly Administration, conducted a survey on the legalization and standardization of the e-cigarette industry in Shenzhen.

During this time, Zhang Jianmin inspected several e-cigarette manufacturing companies and visited some e-cigarette retail customers to gain a detailed understanding of the production and regulatory situation of e-cigarettes in Shenzhen.

Zhang Jianmin fully affirmed the achievements made by the Shenzhen Tobacco Monopoly Bureau in promoting the legalization and standardization of the e-cigarette industry. He pointed out that the Shenzhen Bureau has thoroughly implemented the deployment requirements of the national bureau, closely combined with the actual situation of the Shenzhen e-cigarette industry, insisted on strengthening e-cigarette regulation according to law, actively guided e-cigarette companies to operate legally, and focused on standardizing the e-cigarette market order, promoting the governance of the Shenzhen e-cigarette industry to fully enter the track of legalization and standardization.

Regarding the next steps, Zhang Jianmin proposed three requirements: first, to earnestly implement the spirit of the national video conference on the management of e-cigarette companies, deeply implement the requirements for the legalization and standardization of the e-cigarette industry, continuously consolidate and deepen the achievements of e-cigarette regulation, and strive to promote the stable and healthy operation of the e-cigarette industry. Second, to fully implement the national legislative purpose, adhere to market orientation, strengthen service guarantees, continuously improve institutional mechanisms, optimize regulation and service methods, and severely crack down on various illegal activities related to e-cigarettes, creating a favorable environment for the stable and healthy operation of the e-cigarette industry. Third, to further improve institutional settings, strengthen team building, enhance work levels, effectively guide e-cigarette companies to strengthen compliance management concepts, improve management levels, enhance product quality, expand international markets, and legally maintain good market order and consumer health and safety.
