Eastern Europe is an important part of the European electronic vaping market, comprising nearly 20 countries. Recently, one Eastern European country, Russia, has been discussing the flavor list issue.

The good news is that the mention of the "flavor additive" list should consider the opinions of various stakeholders, which could be a reassuring sign?

Today, "Vaping New Forces" learned from overseas sources that the Russian National Duma's Expert Committee on Tobacco Product Market and Competition Development recently held a meeting to discuss national regulatory matters related to the production and sale of tobacco and innovative nicotine products. The committee emphasized that "it is important that decisions are based on scientific evidence rather than emotions." This indicates that there have been new developments regarding the flavor ban list for electronic vaping in Russia, with the Ministry of Health stating that the "flavor additive" list should consider the opinions of various stakeholders. The expert committee proposed that future meetings should be organized to conduct scientific research to clarify which substances pose objective health risks to humans and which do not.

Currently, the Russian Ministry of Health is drafting a "ban list for electronic vaping additives" and preparing to submit relevant applications.

Further regulations will also be forthcoming.

At the same time, discussions have begun regarding the procedures for applying for production and import licenses in Russia.

Issues related to retail store inspections were also discussed. For e-commerce platforms selling tobacco products, some lawmakers suggested extending the correction period for identified violations to 3-5 days. Currently, platforms are blocked within 24 hours for detected illegal transactions. The next expert committee meeting is expected to be held in September.

September is also anticipated to be a watershed period for the Russian electronic vaping market.

As the fourth largest market globally, Russia is receiving significant attention. In the Eastern European region, Poland, the Czech Republic, Slovakia, and Hungary are also countries that adhere to European market rules while advancing market progress.

As the largest market gap in Western Europe, the opportunity to develop channels in Eastern Europe should not be missed. Brands looking to expand into the Eastern European market, come!
