What are the rules for carrying e-cigarettes across regions?

Mr. Wu, a resident of Luhe County, Guangdong Province, asks: I bought a batch of e-cigarettes from an e-cigarette retailer. Can I carry these e-cigarette products across provinces to give to friends in my hometown?

Li Xiangwen, a staff member of the Luhe County Bureau, replies: Hello! According to the Tobacco Monopoly Law of the People's Republic of China and the Implementing Regulations of the Tobacco Monopoly Law of the People's Republic of China, the mailing or transport of tobacco leaves and tobacco products to other locations must not exceed the quantity limits set by the relevant competent department under the State Council. New tobacco products such as e-cigarettes are subject to the relevant rules applicable to cigarettes by reference.
Article 24 of the Administrative Measures for E-cigarettes stipulates that the transportation of e-cigarette products, aerosols, nicotine for e-cigarettes, and other such items is subject to the supervision of the tobacco monopoly administrative authorities. The mailing or transport of e-cigarette products, aerosols, nicotine for e-cigarettes, and other such items to other locations is subject to quantity restrictions and must not exceed the limits set by the relevant competent department under the State Council.
The Notice of the State Tobacco Monopoly Administration on Quantity Limits for Carrying E-cigarette Products, Aerosols, Nicotine for E-cigarettes, and Other Such Items to Other Locations further clarifies that quantity limits apply each time an individual carries such items to another location. The specific limits are as follows: no more than 6 devices; no more than 90 pods (liquid aerosol pods); no more than 90 products sold as a combination of pods and devices (including disposable e-cigarettes); and no more than 180 ml of e-liquid, other aerosols, and nicotine for e-cigarettes.
Therefore, e-cigarette products may be carried to other locations, but you must comply with the relevant regulations and may not exceed the prescribed limits.
