No More High-Puff Disposables: Ukraine Bans Flavored Vaping Products

Key takeaway: Overseas reports today show that Ukraine has officially banned flavored vaping products and requires the rule to take effect starting today. Under a restriction issued by Ukraine’s State Consumer Service on tobacco products (inc

Today, it was reported from overseas that Ukraine, an Eastern European country, has officially banned flavored e-cigarettes, effective immediately.

According to a bill from the Ukrainian National Consumer Service restricting the use of tobacco products (including e-cigarettes), effective from July 11, flavored additives for e-cigarettes (such as fruit flavors and cooling sensations) are prohibited.

Key points include:

1. Flavors are not allowed

It is required to prohibit flavored additives for e-cigarettes (such as fruit flavors and cooling sensations). Special prohibition is placed on the sale of tobacco products containing the following additives: vitamins and pseudo-health supplements; caffeine, taurine, and energy supplements; additives that color emissions; and supplements that promote nicotine absorption.

2. Limit on e-liquid capacity

It is required that bottled e-liquids cannot exceed 10 milliliters;

3. Disposable capacity.

It is required that disposable e-cigarettes or pods cannot exceed 2 milliliters; another potential implication is that high-puff disposables are essentially banned.

4. Nicotine concentration cannot exceed 2%.

From Ukraine's new rules, the judgment of the new vaping forces indicates that Ukraine has initiated an e-cigarette action. In fact, this year, several Eastern European countries have adopted restrictive measures regarding e-cigarettes, such as limiting flavors, sales scenarios, capacity, and packaging. Ukraine is just one of the cases. Other countries, such as Lithuania, Russia, Belarus, Sweden, and Poland, are relatively neutral and currently show no tightening trends.

Additionally, Ukraine has also restricted the use of e-cigarettes in public places, with violations resulting in a fine of 50,000 hryvnias (approximately 14,220 RMB).

Notably, it is also prohibited to sell cigarettes with nicotine or flavoring agents and aromatic additives that have the unique taste and smell of smoke, essentially encompassing all basic tobacco products.

Ukraine, an Eastern European country with a high proportion of smokers, is also one of the major e-cigarette markets. Its illegal e-cigarette market has grown significantly in recent years, prompting the tightening of regulations. Some e-cigarette brands in Ukraine have been quite active in the market, with representative brands including VapeBros, J WelL, VapeOnly, and JOYETECH. These brands' e-cigarette products are competitive in terms of performance, quality, and style. Since then, Ukraine has become the sixth European country to impose a ban on flavored e-cigarette products (excluding tobacco flavor) and to prohibit the use and promotion of e-cigarette products in public places.

Eastern Europe has a huge potential for e-cigarette users, making the market worth watching. With Ukraine's ban on flavored e-cigarettes and restrictions on e-liquid capacity effective from July 11, it again marks a different attitude towards e-cigarettes in Eastern European countries.
