On April 4, 2023, the Hefei Intermediate People's Court in Anhui Province publicly sentenced Pan Jiahua, a former member of the Party Leadership of the State Tobacco Monopoly Administration and former leader of the Discipline Inspection Group stationed at the State Tobacco Monopoly Administration, for accepting bribes. The court found that from 2006 to 2020, the defendant Pan Jiahua used his positions as a member of the Party Leadership of the State Tobacco Monopoly Administration, leader of the Discipline Inspection Group stationed at the State Tobacco Monopoly Administration, and deputy leader of the National Tobacco Leaf Production Infrastructure Construction Leading Group, among others, to provide assistance to relevant units and individuals in equipment procurement and production operations, illegally accepting property worth more than 16.98 million yuan.

The Hefei Intermediate People's Court held that Pan Jiahua's actions constituted bribery, with the amount being particularly large. Considering that Pan Jiahua truthfully confessed his crimes after being apprehended, actively disclosed most of the bribery facts that the investigation agency had not grasped, showed remorse, and actively returned the bribes, with all the bribes and their proceeds having been seized, the court decided to impose a lighter sentence in accordance with the law.

In accordance with the "Regulations on Disciplinary Actions of the Communist Party of China," the "Supervisory Law of the People's Republic of China," and the "Administrative Punishment Law for Public Officials of the People's Republic of China," and other relevant regulations, the Central Commission for Discipline Inspection decided to expel Pan Jiahua from the Party; cancel the benefits he enjoyed according to regulations; confiscate his illegal gains; and transfer his suspected criminal issues to the procuratorial organs for legal review and prosecution, along with the involved property.

Public information shows that Pan Jiahua was born in 1952, originally from Hubei, and had long worked in the Central Commission for Discipline Inspection. Pan Jiahua had already served as a member of the Party Leadership of the State Tobacco Monopoly Administration and leader of the Discipline Inspection Group stationed at the State Tobacco Monopoly Administration since January 2005.
