Recently, the Shenzhen Municipal Bureau of Industry and Information Technology released the "Announcement on the List of Specialized and Innovative Enterprises in Shenzhen for 2022" and the "Supplementary Announcement on Shenzhen Suoxinda Data Technology Co., Ltd. and 8 Other Enterprises," with 4,826 enterprises selected.

By comparing the list of selected enterprises with data from third-party enterprise credit inquiry platforms, the reporter roughly compared the industries of the selected enterprises in 2021 and 2022 and found that in addition to the computer, communication, and other electronic equipment manufacturing industries, as well as software and information technology service industries, there has been a significant increase in enterprises from the construction, real estate, concrete, and electronic cigarette sectors.

The 2022 announcement includes 4,826 enterprises, which is 1.6 times that of 2021, with a broader range of industries represented. In 2021, the enterprises involved 51 sub-industries, while in 2022, this increased to 60 sub-industries, including 17 new industries. Industries with a significant increase in the number of enterprises include technology promotion and application services, research and experimental development, business services, software and information technology services, and wholesale, all of which are traditional advantageous industries in Shenzhen, reflecting Shenzhen's competitiveness.

In the 2021 list, there was 1 real estate enterprise and 10 construction enterprises; in the 2022 list, there are 8 real estate enterprises and 89 construction enterprises across four sub-industries. Additionally, five concrete companies, including Shenzhen Jingji Concrete Co., Ltd., were also selected.

Regarding the large number of construction enterprises selected this time, a person from the Shenzhen Construction Industry Association believes it reflects the strength of the industry and is a recognition of Shenzhen's construction industry. The construction industry is one of the earliest pioneers in the Shenzhen Special Economic Zone, creating "mountain blasting cannons," "Shenzhen speed," and "Shenzhen height," with leading levels in innovative applications such as prefabricated buildings, green buildings, and smart buildings, producing a number of national leading enterprises and technology companies. It is understood that in the comprehensive evaluation of the national construction decoration industry, Shenzhen accounts for 67 of the top 100 enterprises.

The reporter noted that this time, five enterprises with the keyword "concrete" in their names were classified into the non-metallic mineral products industry, and there is little public information available about these enterprises, making it difficult to understand their advantages and highlights. It was noted that in 2020, Guangdong Kolong Zhigu New Materials Co., Ltd. was recognized as a national second batch of specialized and innovative "little giant" enterprises, focusing on the research, production, and sales of concrete additives as a high-tech enterprise.

"People think that the industrial chain of Shenzhen's real estate and construction industry is all about moving bricks and pouring concrete, but in fact, there are many high-tech elements involved, and some technologies are even leading in the industry," said the aforementioned association member.

Southern+ reporters also noted that electronic cigarette companies have begun to appear on the list of specialized and innovative enterprises. In the 2022 list, two tobacco product companies were included for the first time. Industry insiders revealed that these two companies belong to the electronic cigarette industry chain and are from Bao'an and Nanshan, not considered leading enterprises in the industry. Another Hong Kong-listed flavor company is also included, which is also part of the electronic cigarette industry chain.

The reporter reviewed relevant information and found no direct restrictions on whether electronic cigarette and tobacco product companies can participate in the specialized and innovative selection. In 2021, the US-listed leading electronic cigarette company RELX was included in the provincial specialized and innovative enterprise list.

"This time, as long as the enterprises meet the recognition criteria for specialized and innovative enterprises in Shenzhen, they can participate in the evaluation. Compared to previous industry focuses, the current evaluation looks at comprehensive scores," an expert from the Shenzhen Public Service Demonstration Platform for Specialized and Innovative SMEs explained the characteristics of the 2022 Shenzhen specialized and innovative enterprise evaluation.

This expert believes that traditional industries in Shenzhen are also undergoing transformation and upgrading, so the key to evaluating enterprises is to look at their R&D and technological content. Compared to previous specialized and innovative enterprises that mainly focused on strategic emerging industries and future industries, this time the list covers a broader range of industries.
