Ireland Approves E-Cigarette Regulation Law

According to Gov.ie, Irish Health Minister Stephen Donnelly and Public Health Minister Frank Feighan have received government approval to implement additional restrictions on the sale and advertising of nicotine inhalation products such as e-cigarettes.
 
Under the new proposal, the sale of e-cigarettes and related products will be prohibited in vending machines, temporary or mobile locations, and in places or events for children. Additionally, advertising for e-cigarettes will be banned near public transport, cinemas, and schools.
 
Donnelly stated: “These measures are aimed at protecting our children and young people from starting to use e-cigarettes.” “We recognize that nicotine is a highly addictive substance, and we are taking action today to make it harder for our young people to access these products and to remove advertising for these products from our children’s daily lives.”
 
These proposals will be included in the currently drafted Public Health (Tobacco and Nicotine Inhalation Products) Bill. This bill is expected to be completed and published by the end of the year. The legislation will aim to regulate any products that can be used for consuming nicotine vapor or any components of those products.
 
The bill already includes measures to prohibit the sale of nicotine inhalation products to individuals under 18 years of age and introduces a licensing system for the retail of tobacco products and nicotine inhalation products. Other measures included in the bill are:
 
Prohibiting the sale of tobacco products and nicotine inhalation products to individuals under 18;
Prohibiting the sale of tobacco products through vending machines, temporary or mobile devices, and at children’s events or locations;
Introducing a minimum suspension period for convicted retailers; and
Introducing fixed penalty notices.
Feighan welcomed the government’s approval of these measures.
 
“In our country, smoking continues to cause about 4,500 deaths each year,” he said. “We recognize that some adult smokers use nicotine inhalation products to help them quit smoking. However, we are clear that these products offer no benefits to our children and young people or non-smokers, which is why we are taking this action today.”
