According to the official website of the National Standardization Administration, the national standard for e-cigarettes has entered the review stage, according to the standard development cycle of 24 months and 12 months will be approved by the National Standard Committee, when the production and distribution of e-cigarettes in China will be based on the national standard requirements for implementation.

In which, the national standard plan "electronic cigarettes", "e-cigarette liquid nicotine, propylene glycol and propylene glycol determination gas chromatography" by TC144 (National Tobacco Standardization Technical Committee) under the reporting and implementation, the competent authority for the State Tobacco Monopoly Administration. It is worth noting that the "e-cigarettes" for the national mandatory standards program, the so-called mandatory standards, is within a certain range of laws, administrative regulations and other mandatory means to implement the standard, with legal attributes, that is, enterprises must be strictly enforced.

The specifics of the two markups are as follows:

I. "Electronic Cigarette" (Electronic Cigarette) National Standard Program

(1) Main drafting units: Shanghai Research Institute of New Tobacco Products, Zhengzhou Tobacco Research Institute of China National Tobacco Corporation, China Tobacco Standardization Research Center, and National Tobacco Quality Supervision and Inspection Center.

(2) Scope and Main Technical Contents

Scope: This standard applies to the determination of nicotine, propylene glycol and malonyl alcohol in electronic cigarette liquid.

Main technical content:

1. Electronic Cigarettes Part 1: Smoke Liquids: Requirements for Nicotine Limit in Smoke Liquids and Assessment Program; Technical Requirements for Electronic Cigarette Additives and Evaluation Program; Pollutant Evaluation Program and Related Technical Requirements.

2. "Electronic Cigarettes Part 2: Apparatus": technical indicators of contact materials (oral cavity, tobacco liquid) and risk assessment program, including analytical studies on materials of e-cigarettes, analytical studies on migrants, etc.; e-cigarette appliance requirements and assessment of the corresponding indicators of the program, including the mechanical structure of the requirements, electrical safety requirements, environmental adaptability requirements, operation safety requirements and Evaluation program, etc.

3. Electronic Cigarettes Part 3: Releases: including the study of smoking behavior of e-cigarettes and characterization of the stability of e-cigarette products.

4. Electronic Cigarettes Part 4: Packaging and Labeling: research program on packaging and labeling of e-cigarette liquids and vaping devices.

5. Electronic Cigarettes Part 5: Storage and Transportation: Study on the Technical Requirements for Electronic Cigarette Liquids and Smoking Devices during Storage and Transportation.

(3) List of Products Involved

Pre-filled e-cigarettes, oil-filled e-cigarettes, e-cigarettes with matching oil, e-cigarettes with parts and components (batteries, adapters, atomizer cartridges, converters, mouthpieces, etc.)

(4), the main mandatory content and reasons

The full text is compulsory.

Mandatory Rationale: E-cigarettes, also known as Electronic Nicotine Delivery Systems (ENDS), are a class of consumer products designed to deliver nicotine to the lungs, similar to cigarettes or cigarillos, and rapidly deliver enough nicotine to the consumer to mimic the sensory sensation of smoking. A plastic tube or metal end is placed in the mouth and a mixture of air and vapor is inhaled and withdrawn from the device and delivered to the respiratory system. Includes an electronic atomization system, a rechargeable battery and charger, an electronic regulator, and replaceable cartridges that can contain nicotine and other chemicals.

China is the first major producer of e-cigarettes, and the number of e-cigarettes sold in the country is increasing year by year, but the regulation of e-cigarettes is now in a "three-no" state, with "no product standards, no quality control, and no safety assessment. No product standards, no quality control, no safety assessment". If there is no standard for strict regulation, e-cigarettes will be a direct threat to the health and safety of consumers, so this standard should be enforced.

Two, "electronic cigarette liquid nicotine, propylene glycol and propanetriol determination of gas chromatography" national standard plan #p # pagination title #e #

(i) Main Drafting Unit

Zhengzhou Tobacco Research Institute of China National Tobacco Corporation and Guangdong China Tobacco Industry Co.

(ii) Scope and main technical content

Scope: This standard applies to the determination of nicotine, propylene glycol and malonyl alcohol in electronic cigarette liquid.

Main technical content:

1. To study the sample pretreatment methods for the determination of nicotine, propylene glycol and propanetriol in e-cigarette liquids, and to investigate the effects of different extraction solvents, different oscillation times, and different weighing amounts on the determination of nicotine, propylene glycol and propanetriol in e-cigarette liquids.

2. To optimize the analytical conditions of gas chromatography instrument for the determination of nicotine, propylene glycol and gamma-triol in e-cigarette liquids, to optimize the selection of internal standards, and to investigate the effects of different capillary columns on the separation of target compounds, internal standards and interferences.

3. Internal validation of the analytical method to investigate the linear range and correlation coefficient of the optimal standard curve of the analytical method, as well as the parameters of the analytical method such as recovery, detection limit, quantification limit and precision.

4. About 200 representative samples of e-cigarette liquids at home and abroad were selected and analyzed by the established method to investigate the applicability of the analytical method.

5. Carry out common experiments on analytical methods: Organize 10 quality inspection agencies and laboratories that have passed the qualification accreditation in China to carry out common experiments on analytical methods.

6, the formation of the analytical method of the draft for domestic quality inspection agencies and laboratories for extensive consultation.

7, according to the feedback for modification, the formation of analytical methods for review.

The two national e-cigarette standard development plan, will undoubtedly bring greater significance to the e-cigarette industry standardization and development of the name, I believe that in the relevant state departments of the attention of the promotion of China's e-cigarette enterprises in the international discourse will be further aggravated.

Why is "e-cigarette" the next wind mouth?

China has the largest population of smokers in the world, and the highest number of deaths from tobacco. Every year, about 1 million people in China die from tobacco-related diseases, which means about 3,000 deaths per day. In addition, more than 700 million people are regularly exposed to secondhand smoke, which causes about 100,000 deaths each year. Yet while the numbers are alarming, China's smoking population has not only not decreased, but has increased dramatically, with the smoking population growing by 15 million over the past five years, totaling up to 316 million.

To this end, Europe began to control smoking, and the United States again increased taxes.

This trend has directly blown the curtain on the "e-cigarette" market.

The proportion of people using e-cigarettes has reached 21.3% in France, followed by 15.5% in the UK and 17% in the US last year.

At the same time, China's e-cigarette market has not been idle, the compound growth rate of the e-cigarette market in 2016 reached 316% (IQOS 2017 year-on-year growth of 1,700 times, the market value of 26.5 billion U.S. dollars) growth is very fast, and the domestic trillion-dollar scale of the traditional tobacco market than the market space is still very huge.

China produces more than 90% of the world's e-cigarettes, but the domestic consumer market is still small. From the export market, Europe and the United States market accounted for 83.7% of the export share, while only 6% of the products end up in the domestic digestion.

At present, there are about 1.5-2 million e-cigarette consumers in China, accounting for only 0.47%-0.63% of the total smoking population. Compared to the United Kingdom, France and the United States more than 15%, the market space can be said to be unprecedented! #p#Page Break #e#

Calculated according to the U.S. 17% penetration rate, China's e-cigarette market will soon reach the level of hundreds of billions.

So, are you ready to get a piece of the pie?
