Why is IQOS banned? A reporter from the Beijing News found that when searching for keywords like 'IQOS' and 'Marlboro' on e-commerce platforms, channels selling this electronic cigarette can be found. IQOS contains tobacco, and due to domestic policy reasons, tobacco can only be sold through state-designated channels, which are state-controlled. Moreover, IQOS contains tobacco and cannot be classified as an electronic cigarette.

The reporter contacted seven 'electronic cigarette repair' businesses, and six of them indicated they sold IQOS electronic cigarettes and 'tobacco' pods.

Today, I also tried searching on e-commerce platforms, but found that most sellers were either claiming to offer repairs or selling accessories related to IQOS, with no information about tobacco or pods.

Heated non-combustible cigarettes are a new type of tobacco product. According to the National Tobacco Quality Supervision and Inspection Center, heated non-combustible cigarettes contain characteristic components of tobacco and are classified as tobacco monopoly products. According to Article 23 of the Implementation Regulations of the Tobacco Monopoly Law, enterprises or individuals obtaining a tobacco monopoly retail license must purchase from local tobacco monopoly wholesale enterprises and accept supervision and management from the issuing authority of the tobacco monopoly license.

New types of tobacco products entering the Chinese market through smuggling channels not only disrupt the order of the domestic cigarette market and affect the development of new types of tobacco products but also have a serious impact on tobacco tax revenue in our country.
Why is IQOS banned?

According to the Beijing News, sellers do not mention tobacco or IQOS pods because the platform does not allow it; if sensitive terms appear in chat records, the product will be removed from the shelves.

This raises the question, why is IQOS banned?

In recent years, IQOS has sparked a wave of smoking alternatives and cessation in many countries and regions, with its product design selling points being heated non-combustion, low nicotine, and low tar, providing a taste closer to real cigarettes. Coupled with endorsements from numerous celebrities and social influencers, the product has gained significant appeal.

Thus, the popularity of IQOS and its repeated bans are closely related to consumers' blind admiration. Through strong interpersonal communication, many people have become familiar with this product.

However, in reality, IQOS cannot be strictly classified as an electronic cigarette because it uses a heating method to heat tobacco, with the medium still being tobacco; the combustion has simply been replaced by heating. Even with processed tobacco, it still contains certain levels of nicotine, tar, and other harmful substances. Researchers from the UK have stated that the volatile organic compounds and nicotine levels in IQOS smoke are comparable to those in traditional cigarettes. Furthermore, the smoke produced by heated non-combustion releases higher levels of polycyclic aromatic hydrocarbons (a carcinogen) than traditional cigarettes.

Currently, some sellers are using the guise of 'repairs' to sell IQOS. This appears to be a clever game of wits against national laws and e-commerce platforms, but in reality, it is a risky and ill-advised behavior. The police in Ningbo, Zhejiang Province, recently cracked a case involving the internet sales of heated non-combustible new tobacco products, demonstrating the determination of the National Tobacco Monopoly Bureau to crack down on the unauthorized operation of tobacco products.
