Tobacco Monopoly Bureau Builds a Service-Oriented Enforcement Team
To continuously improve the management service level of the monopoly, and to establish a good image of enforcement personnel, recently, the Haining Tobacco Monopoly Bureau has adopted the "four proactive" approach to build a service-oriented enforcement team.<\/p>
Proactively deliver certificates. The bureau actively carries out the "warmth and service delivery" work, providing home service to vulnerable groups in the jurisdiction, helping them fill out and collect application materials, and handling administrative permits on-site, delivering certificates after approval to enhance convenience services.<\/p>

Proactively avoid peak business hours. During market inspections, while ensuring inspection effectiveness, the bureau's grassroots teams adjust inspection times to avoid peak retail hours, preventing disruption to the normal operations of cigarette retailers.<\/p>
Proactively present credentials. When inspecting familiar retailers, inspectors may overlook the necessary procedure of presenting credentials. The bureau requires management personnel to proactively show their credentials during each inspection to identify themselves, strictly follow enforcement procedures, and standardize enforcement behavior.<\/p>
Proactively promote legal awareness. The bureau's grassroots teams organize "legal awareness delivery" activities, proactively posting promotional materials related to preventing counterfeit cigarettes, identifying genuine products, application requirements, and new certificate processes in the legal awareness bulletin boards in the jurisdiction.<\/p>
