  While attending the "2018 International Innovation Industry Exhibition," Yevtukhov said: "According to the decision made, the e-cigarette market will be regulated by the anti-smoking law. However, separate provisions will be included in that law to regulate the e-cigarette sector."

  At the end of January, the Russian Ministry of Industry and Trade submitted several draft laws related to regulating the e-cigarette market. In June, a spokesperson for Deputy Prime Minister Kozak said that the proposal to create separate legislation for the e-cigarette sector did not receive the Deputy Prime Minister's support. In March this year, it was proposed that the task of supervising and enforcing the "anti-tobacco law" within Russia should be assigned to local governments.

  Since 2013, Russia has gradually implemented its "anti-tobacco law," which prohibits smoking in public places, including cultural and sports venues, schools and higher education institutions, hospitals, beaches, children's playgrounds, sports fields, train stations, and airports. According to the Russian Ministry of Health, the anti-tobacco law has reduced tobacco consumption by 25%.
