After the FDA announced its review, Juul proposed several measures to address the issue, including allocating $30 million to support government efforts to raise the minimum age for tobacco purchases.
Grant Winterton, President of Juul Labs for Europe, the Middle East, and Africa, told Reuters that its activities in the UK will adhere to JUUL's new "social and public policy," which mandates that only adults are used in marketing and ensures that its brand ambassadors are over 28 years old.
Juul e-cigarette devices will be available in vape shops across the UK. Juul will sell its starter kit for £29.99 (approximately $40), with UK pods containing 1.7% nicotine, compliant with the EU Tobacco Products Directive.
Winterton stated that the UK is the third-largest market after the U.S. and Israel, partly because the UK government is arguably the "most supportive government" in the world when it comes to encouraging smokers to switch to e-cigarettes, with France, Germany, and Italy also showing positive support for vaping.
Juul is set to enter a strong vaping market in the UK. According to Euromonitor International, the market for smokeless tobacco and vaping products in the UK reached $1.72 billion in 2017, a 33% increase from 2016.
Juul's main competitors are tobacco companies such as Altria (MO.N), Philip Morris International (PM.N), and British American Tobacco (BATS.L), which also sell e-cigarettes. Despite having held numerous meetings with large tobacco companies, Juul's Chief Product Officer Monsees stated that he is currently not interested in partnerships or acquisitions, citing inconsistent goals.
