According to media reports, on the 24th the Legislative Affairs Office of the State Council released the Regulations on Controlling Smoking in Public Places (Draft for Review), drafted by the National Health and Family Planning Commission, for public comment. This marks China’s first attempt to formulate an administrative regulation for comprehensive nationwide tobacco control. Under the draft, smoking would be banned in all indoor public places. At the same time, smoking would also be fully prohibited in outdoor areas of public places mainly frequented by minors, outdoor teaching areas of universities, outdoor areas of maternal and child healthcare institutions, children’s hospitals and maternity hospitals, outdoor spectator seating and competition areas of sports and fitness venues, and outdoor waiting areas for public transportation. The draft also states that individuals who smoke in places or areas where smoking is prohibited may face fines ranging from 50 yuan to 500 yuan.
