Farrell Delman, president of the American Vaping Association, believes that to reduce the number of smokers and lower tobacco harm, expanding the popularity of e-cigarettes is currently the best method. He believes that 60% of smokers want to quit but lack methods and professional guidance, and e-cigarettes serve as a good transitional product that can help reduce tobacco harm. His reasoning is that "the harm caused by e-cigarettes is not clear, but it is certainly much less than that of cigarettes," so it is better to choose the lesser of two evils. Although the World Health Organization has released a report claiming that e-cigarettes are harmful to health, whether e-cigarettes should be classified as tobacco products still requires scientific verification.
