E-cigarettes, like many other products, began to spread domestically after becoming popular in Europe and America. Interestingly, before e-cigarettes became popular in Europe and America, they were invented by a famous Chinese pharmacist, Han Li.

Are E-cigarettes Considered Cigarettes? E-cigarettes are electronic products that convert e-liquid into vapor through heating and atomization, and major academic journals abroad do not refer to e-cigarettes as tobacco products.

In an article titled "Are E-cigarettes Tobacco Products?" the editor-in-chief of Nicotine and Tobacco Research, Marcus Munafò, explained that the journal only uses the term "tobacco products" to describe items that contain actual tobacco leaves.

This change is significant because Nicotine and Tobacco Research is the most important academic journal focused on tobacco and nicotine-related topics. Abandoning the terminology used in the FDA's definition of "tobacco products" may mark a turning point in the attitudes of scientists in this field towards vaping.

Officials from Public Health England (PHE) stated that the use of e-cigarettes does not conform to the legal or clinical definition of smoking. Furthermore, international peer-reviewed evidence indicates that e-cigarettes are fundamentally harmless compared to cigarettes, helping to reduce smoking rates and improve public health. Therefore, policies need to clarify the distinction between vaping and smoking, especially since the use of e-cigarettes is not covered by smoke-free legislation and should not be included in organizations' smoke-free policy requirements.
