Student Returning from Study Abroad Brought a 'Cannabis Vape' and Was Detained After Using It with F

Following the first case of smuggling "cannabis e-cigarettes" cracked by the drug control department in Tianjin, the Yiwu Public Security Bureau in Zhejiang Province recently announced another case involving "cannabis e-cigarettes."
  According to reports, the main character, Zheng, learned to smoke e-cigarettes infused with cannabis oil while studying abroad. When he returned to China at the end of 2018, Zheng, aware that smoking cannabis is illegal in the country, still secretly brought back an e-cigarette containing cannabis oil and shared it with friends multiple times at a bar. He was processed by the Yiwu police for "drug trafficking," resulting in the criminal detention of two individuals and administrative detention of eight others.

Zheng is from Huangyan, Taizhou, and after returning from studying abroad in 2018, he has been running a daily necessities business with his parents in Yiwu. Aside from enjoying going to bars, Zheng is seen by his family as a well-behaved and filial child. At the bar, due to this special "e-cigarette," Zheng became popular among his friends, especially with Jiang.
  Jiang, who represents a courier company in Yiwu, met Zheng through a friend while playing at the bar. Thanks to the excitement brought by the "cannabis e-cigarette," Jiang and Zheng quickly became "brothers."

Seeing how popular the "e-cigarette" was, Zheng contacted a classmate abroad in April 2019 to help him mail two e-cigarettes infused with cannabis oil, selling one to Jiang.

Addicted to smoking, he specifically traveled to Thailand to purchase cannabis.

Due to the high number of users, the cannabis oil in the "e-cigarette" quickly ran out. Jiang heard from friends traveling to Thailand that cannabis leaves were available there, which piqued his interest.

In March 2019, Jiang specifically traveled to Thailand with friends, purchasing cannabis leaves to grind and wrap in cigarettes, smoking them in a hotel. Upon returning, Jiang even packed two bags of cigarettes mixed with cannabis leaves in his suitcase to check in back to Yiwu.

Caught smoking at the bar, he was detained.

After returning from his trip, Jiang repeatedly invited Zheng, Chen, Huang, and other friends to the bar to smoke together.

On May 8, the Yiwu Public Security Bureau's Mall Branch arrested suspects Zheng and Jiang based on public reports, seizing two e-cigarettes containing cannabis oil and ten cannabis cigarettes on-site. Through investigations of Zheng and Jiang, eight other individuals involved in drug use were also arrested.
  Currently, Zheng and Jiang are criminally detained by the Yiwu police, while Chen, Huang, and the other eight individuals are administratively detained for ten or twelve days for drug use.
