There is considerable randomness in aspects such as raw material selection, additive use, process design, and quality control. Some products have quality safety hazards such as e-liquid leakage, poor-quality batteries, and the addition of unsafe components. According to the relevant provisions of the "Minor Protection Law of the People's Republic of China," to strengthen the protection of minors' physical and mental health, various market entities are prohibited from selling e-cigarettes to minors. Any organization or individual should discourage and stop the sale of e-cigarettes to minors.

At the same time, to further enhance the protection of minors' physical and mental health and prevent minors from purchasing and using e-cigarettes online, this notice urges e-cigarette manufacturers, sellers, or individuals to promptly shut down e-cigarette sales websites or apps; urges e-commerce platforms to promptly close e-cigarette stores and take down e-cigarette products; and urges e-cigarette manufacturers, sellers, or individuals to withdraw e-cigarette advertisements published online.

Tobacco monopoly administrative departments and market supervision departments at all levels should effectively strengthen the publicity, implementation, and enforcement of this notice to protect minors from the harm of e-cigarettes.

Additionally, there are stores near campuses that ignore the ban and sell e-cigarettes to minors. Furthermore, in cities like Beijing and Hangzhou, where smoking is prohibited, some individuals openly use e-cigarettes in public, leading to numerous complaints. In fact, in these smoke-free cities, e-cigarettes, like cigarettes, are also prohibited in public places. The joint announcement by the two departments aims to strengthen regulation and curb the harm caused by e-cigarettes.
