Chengdu Brings E-Cigarettes Under Regulation, Violations Fined 200 Yuan

According to the Chengdu municipal government website, the Regulations of Chengdu Municipality on the Control of Smoking in Public Places (Draft Amendment) is now open for public comment. Notably, the now widely used use of e-cigarettes has been explicitly included in smoking behavior and will be subject to restrictions, with individuals fined 200 yuan per violation.

The draft clearly defines terminology and gives explicit explanations of the scope of “smoking,” “indoors,” and “outdoors.” Among them, smoking refers to inhaling or exhaling tobacco smoke or harmful e-cigarette aerosol, as well as carrying lit tobacco products. Notably, the now widely used use of e-cigarettes has been explicitly included in smoking behavior and will be subject to restrictions.

In the draft, “indoors” refers to all spaces inside buildings or structures that have overhead cover and are more than 50% enclosed on all sides. “Outdoors” refers to areas outside buildings that are actually controlled by the owner or user of the building.
