Why are e-cigarettes banned? To protect minors

On November 1, the State Tobacco Monopoly Administration and the State Administration for Market Regulation of China issued a notice stating: "Some e-cigarette companies, in blind pursuit of economic benefits, have aggressively promoted and sold e-cigarettes online, posing a significant threat to the physical and mental health of minors."

To further protect minors from the harm of e-cigarettes, the State Tobacco Monopoly Administration and the State Administration for Market Regulation issued a notice on the 1st requiring that e-cigarettes must not be sold to minors, must not be sold online, and must not have online advertisements. The notice clearly states that all market entities must not sell e-cigarettes to minors; it urges e-cigarette manufacturers and sellers to promptly shut down e-cigarette sales websites or apps, and e-commerce platforms to close e-cigarette stores and remove e-cigarette products from shelves, as well as to retract any e-cigarette advertisements published online.

The notice points out that the domestic e-cigarette market is chaotic, with products of varying quality, and many products have serious safety hazards such as unsafe ingredients, e-liquid leaks, and poor-quality batteries. In particular, some e-cigarette companies indiscriminately add various additives to enhance product appeal, altering the flavor and color of e-liquids, which poses serious health risks to consumers, especially minors.

"Some data and research results show that e-cigarettes merely remove tar components but still contain nicotine, a tobacco extract, and still pose a 'secondhand smoke' problem," said Zhang Jianshu. He noted that e-cigarettes contain many aerosol agents like propylene glycol and flavorings, which, while not yet proven to be severely harmful to humans, are certainly not healthy.

In 2014, the World Health Organization released a report stating that electronic nicotine delivery systems (e-cigarettes being the most common form) produce aerosols that typically contain some carcinogenic compounds and other toxic substances found in tobacco smoke. In some brands, the levels of formaldehyde and other carcinogens, as well as acrolein and other toxic substances, are found to be as high as those in some cigarette smoke.

Recent data shows that 37 people in the U.S. have died due to e-cigarette-related diseases, and over 1,800 have suffered lung damage from using e-cigarette products.

Why are e-cigarettes banned? The long-term lack of regulation has posed significant safety risks to minors. With the introduction of new policies, future regulation of the e-cigarette market will tighten, guiding the orderly development of the e-cigarette industry. Some e-cigarette entrepreneurs believe that behind the policy, preventing minors from using e-cigarettes is one aspect, while the complex interests of the tobacco industry are another. Even the Chinese tobacco industry, which pays over a trillion yuan in taxes annually, can only sell through offline channels. However, e-cigarettes have expanded their sales channels online, which not only makes it impossible to prevent minors from purchasing them but also competes with traditional tobacco for business.
