On August 21, news from the Great Wall Network reported that today (August 21), the Zhangjiakou Municipal People's Congress Standing Committee, the Municipal Government Information Office, and the Municipal Health and Family Planning Commission jointly held a press conference to announce the implementation of the "Zhangjiakou Public Places Smoking Control Regulations," providing a comprehensive interpretation of the regulations and answering questions from media reporters.

From the press conference, it was learned that on June 27, 2019, the 14th session of the Zhangjiakou Municipal People's Congress Standing Committee passed the "Zhangjiakou Public Places Smoking Control Regulations," which will take effect on January 1, 2020. At that time, Zhangjiakou will enter a comprehensive smoking control era.

According to the regulations, smoking will be prohibited in the outdoor areas of the following public places and workplaces:

(1) Kindergartens, primary and secondary schools, youth palaces, children's welfare institutions, and other places primarily for minors;

(2) Socially open cultural heritage sites;

(3) Competition areas and seating areas in sports venues and fitness centers;

(4) Maternal and child health institutions and children's hospitals;

(5) Outdoor platforms of public transportation and areas where waiting lines are located.

The Zhangjiakou Municipal Government may temporarily designate outdoor areas where smoking is prohibited based on the needs of large events.

This regulation includes lit cigarettes, cigars, loose tobacco, tobacco leaves, and electronic smoking products in the smoking ban. If citizens are found smoking in prohibited areas, they can persuade the smoker to stop or request the operator or manager of the venue to intervene, or report the behavior to the supervisory authorities through the 12320 complaint platform.
