On August 18, it was reported that on August 16, the Hefei Municipal Government's 37th executive meeting reviewed and approved the "Hefei Urban Rail Transit Regulations (Draft)," which will soon be submitted to the Hefei Municipal People's Congress for review.

It is understood that this regulation explicitly prohibits the use of e-cigarettes in the paid areas of stations and on trains for the first time. This is a more detailed and stricter regulation compared to the "Hefei Urban Rail Transit Management Measures" implemented on January 1, 2017, which only stated "smoking is prohibited."
If someone smokes (including e-cigarettes) in the paid area of the station or on the train and does not comply with the advice to stop, "the urban rail transit operating unit may impose a fine of 20 to 100 yuan." This is a reduction from the previous fine range of "100 to 200 yuan" in the previous regulations.
The regulation also emphasizes that if passengers engage in behaviors that disrupt operational order and environmental hygiene, the urban rail transit operating unit will advise and stop such behaviors, and may order the individual to leave the urban rail transit facilities or refuse to provide them with passenger services; violations of public security management will be punished by public security authorities according to law.
