The study found sufficient evidence that e-cigarettes are far less harmful than combustible cigarettes; that e-cigarettes are among the most common and effective smoking cessation tools for smokers; and that some empirical evidence shows e-cigarette use among non-smoking minors is uncommon, supporting a correlation between rising vaping rates and declining smoking rates.

The researchers said that although government-sponsored health advertising may actually increase youth curiosity and usage, the decline in vaping, excessive restrictions on e-cigarettes, and misleading information about the true health risks of e-cigarettes are preventing smokers from seeking a potentially life-saving alternative.
