Quebec Plans to Ban Flavored Vaping Products and Cap Nicotine Levels

In December 2020, Quebec's Health Minister Christian Dubé announced plans to limit the nicotine concentration in vaping products to 20mg/ml and to ban flavored e-cigarettes.<\/span><\/div>

Dubé stated in a press release: "With the increasing popularity of vaping, especially among young people, action must be taken to prevent a new generation from becoming addicted to nicotine through these products." He added, "Numerous studies have shown that flavored pods are a primary reason young people are more inclined to use e-cigarettes," as noted in a recent public health report.<\/span><\/div>

A public health report released last August blamed flavored pods for a surge in smoking among high school students. The report stated: "In fact, flavored pods, especially sweet flavors, and their sales methods have increased the appeal of the products and lowered the perception of health risks."<\/span><\/div>

The document pointed out that most teenagers aged 15 to 19 prefer fruit, dessert, or mint flavors, while very few young people prefer tobacco flavor, which will be the only flavor Quebec intends to continue selling on the market. Since 2016, high school e-cigarette users have increased by 70%, attributed to flavored pods.<\/span><\/div>

Based on data showing adults' preference for flavors, the Vaping Industry Trade Association (VITA) urged the government to continue allowing the sale of flavored vaping products and only restrict access for minors. The association stated in a press release: "The ban on flavored vapor products will encourage smokers to return to traditional cigarettes, leading to more problems."<\/span><\/div>

Daniel Marien, the founding director of VITA, stated in a press release: "We do not want young people to access e-cigarette products." He added, "However, it should not be forgotten that the vast majority of smokers in Quebec are former cigarette users. According to the report's recommendations, by banning flavored e-cigarettes, thousands of former smokers will no longer be able to consume e-cigarettes."<\/span><\/div>

A study supporting these arguments, aimed at determining the impact of the flavor ban on tobacco use in San Francisco, found that while the ban did lead to a decline in e-cigarette and cigar sales, it unfortunately also resulted in a spike in smoking rates. Additionally, researchers found that the measure was poorly enforced, with 65% of participants reporting they could obtain flavored products through the black market.<\/span><\/div>

"These findings suggest that a complete ban on flavored products does not significantly reduce the supply or use of flavored tobacco products. Nevertheless, local bans can significantly reduce overall e-cigarette use and cigar smoking but force users back to traditional cigarettes."<\/span><\/div>
